About the Founder:

Doctor Benjamin Franklin Mooney III was born in Erie PA. At an early age, he showed a great interest in the Electrical and Electronic fields, which he majored in at Technical Memorial High School. After graduating in 1966 he spent one year as an Electrical Engineering major at Howard University in Washington DC. He then attended a two-year course at the American Television Electronics School graduating with an Electronic Engineering Technology Degree and a second-class FCC license. Doc. Ben started his first business, Ben 3 Electronic Servicing repairing TVs, radios, and CB radios.

He then became an electrical apprentice through the International Brotherhood of Electrical Workers Local #56 (IBEW #56) in Erie PA. During his tenure he worked as a Construction Electrician and apprenticeship Instructor through the Joint Apprenticeship and Training Committee (JATC), Project Foreman, and Union Electrical Contractor in his second business (Benru Electric Inc) a Sub Chapter S Corporation.

Military Service

 A couple of years after starting his apprenticeship Doc. joined the Seabee Reserve Naval Mobile Construction Battalion # 23 (NMCB 23). Where he served as a Senior Chief Construction Electrician, Charlie Company Chief, Bravo Company Admin Chief, Detachment 1223 Executive Officer in Pittsburgh PA, Detachment 0723 Commanding Officer in Akron OH, and Planning and Estimating Chief for the 3rd Naval Construction Regiment in Atlanta GA. During his 27 years of service, he received several medals including two Navy Achievements Medals, a nomination for the Marvin Shields Award during Desert Storm, and two Congressional Appointments for two officers billets.

Community Service

Doc. Ben is active in his community serving first as a member and then Vice President, and President of the National Association for Minority Contractors and Black Contractors Association before accepting the position as Director of Education. Doc. then became the Executive Director of the Alliance for the Development of Construction Contractors, a program helping Minority Contractors get started and move to the next level through a citywide Working Together Consortium Program. He received an award from the SBA and MBOC for his achievements.

In 2010 Doc. Ben attended Jones International University where he graduated Magna Cum Laude with a Bachelor’s in Business Administration concentrating in Sales and Marketing Management with a 3.98 GPA. He continued at JIU graduating Summa Cum Laude with a Master’s in Business Administration concentrating in Project Management with a 4.0 GPA. He then transferred to Trident University International graduating Summa Cum Laude with a Doctor of Philosophy in Business Administration concentrating in Management and Organization with a 4.0 GPA in October of 2023. Doc. Ben started BFM III Enterprises LLC in 2013 a Small to Medium Consulting Business. helping businesses get started and move to the next level.

Beyond the Office

In addition, Doc. is deeply rooted in his church activities of singing, teaching new members, and Sunday School, former Chairman of the Trustees, Deacon, serves as the Director of the Church Food Pantry and secretary of the Allegheny Chapter of the National Convention of Gospel Choirs and Choruses (NCGCC). Doc. also enjoys bowling, hunting, diving, and working on computer systems.
